Terms of Service

These Terms govern the Citepack website and the paid Citepack subscription. Citepack is operated by Anatoly Skuba, a sole proprietor.

1. The product

Citepack provides a dated PDF packet of New York City Housing Maintenance Code violation records for up to five addresses per subscription. The packet is meant for a property manager to send to the building owner. Citepack is not legal advice, not a substitute for HPD or counsel, and not a representation that a building is in compliance.

2. Who may subscribe

The subscriber is the property manager (or another person acting for the manager). You must have authority to request records for the addresses you submit and to send the packet to the building owner.

3. Price and billing

The self-serve plan is $49 USD per month and includes up to five NYC addresses. Price, taxes, and renewal terms shown at checkout control the charge. Payment is processed by Paddle, the merchant of record. The subscription renews monthly until you cancel. Cancel before the next renewal to stop further charges. Access already paid for continues to the end of that period unless stated otherwise at checkout.

4. Records and accuracy

Violation data comes from NYC open data. It can be late, incomplete, or wrong. Citepack does not change HPD records and does not guarantee that a packet lists every open or closed violation.

5. Acceptable use

Use Citepack only for lawful property-management purposes. Do not misuse the site, scrape it at scale, attempt unauthorized access, or present the packet as an official HPD notice.

6. Intellectual property

The Citepack name, site, and packet layout are owned by Anatoly Skuba. NYC records remain public data. These Terms do not transfer ownership of any intellectual-property rights to you.

7. Third-party services

Hosting, DNS, analytics if any, and payment processing are provided by third parties, including Paddle. Their terms also apply to the parts they operate.

8. Disclaimers and liability

The site and packets are provided as available. To the maximum extent permitted by law, Anatoly Skuba is not liable for indirect, incidental, special, or consequential damages arising from Citepack. Nothing here limits liability that cannot legally be excluded.

9. Changes

These Terms may be updated. The version published on this page applies going forward.
